The public pavilion
Rama: “ Tirana, the capital of Albania opens the way to the new regulatory plans of the other cities, by having today the first new plan of the new era.”
A public pavilion for the presentation of the New Regulatory Plan has been exposed in the “Scanderbeg” square by the Municipality of Tirana. It exposes all the phases that has undergone the New Regulatory Plan of Tirana and it shall be open to the public for consultation.
The pavilion, has in fact been build on purpose for the public, in order to give to the citizens the possibility to express their opinion and to consult the plan in detail given that the process of compiling the Plan itself was developed through the opinion, judgement and vision of the citizens for the future of the capital after a long process of consultations organized by the Municipality of Tirana.
In this pavilion there was also held the meeting of the Council for the Territory Regulation of Tirana (CTRT), considering that the most important point of the day was the presentation of the New Regulatory Plan to the members of CTRT.
This plan, is a continuous dialogue as work shall continue with the study of the integrated transport, study of the spacious economics, review of the strategy for the environment, in function of all the indicators that the New Regulatory Plan gives with the local plan for greening, local plan for the administration of the urban remains, with the local master-plans of the areas and the local plans for the development of these areas, starting from the priority areas in the first phase, and the technical projects in the scheme of the street network which begins with the Ring for which the work has already started.
The Mayor of Tirana, who is also the chairman of the Council for the Territory Regulation of Tirana, after having expressed his gratitude for all those who took part in the process, especially for the Swiss studio “Urban –Plan”, emphasized: “ I believe that today is a marked day for the capital, for all us as citizens, but also for our institution, and for the Council for the Territory Regulation of Tirana. This plan is the output of an intensive collaboration between all those actors and institutional and social factors, as well as citizens and it will be exposed for all the citizens of Tirana so that they can express their opinions, they can consult in detail the plan by means of the instruments that we have put at their disposition, in this pavilion built especially for them in order to serve the public information as well as the public participation in this process, who without a doubt should carry on continuing to effect the process for the planning and formation of Tirana in the future, as this plan is not a frozen structure but a living form that can be adopted to the conditions and to out ambition for a further transformation of the capital.
On the other hand, I want to highlight that by means of this presentation, it has been closed an unavoidable odyssey after many long years, which were the years of unrecognized work by our institution and which at the same time has given us a considerable experience by making is possible for Tirana today to be the capital of Albania not just in geographical terms but also in opening a new way for the regulatory plans of many other towns, by having today the new plan of the new era”.
This gigantic project, at the end remains the First Regulatory Plan for the post-communist period, developed on basis of a decentralized and all-inclusive process.
