“The Municipal Council is elected for a three-year term. The mandate of the councillor is valid from the period when they make the sworn and sign it up until the constitution of the successive council.
“The mandate of the councillors expires prior to the three year term in the cases foreseen by point 4 (letters a, b, c, ç, d, dh, e, ë) of Law 8452, dated July 31, 2000, on “Organization and Function of Local Government”.
“The councillor that terminates the mandate before the established period in conformity to law issues a written declaration where he or she explains the relevant reasons. In order to replace him or her, the Municipal Council presents the candidate of the long list of names of the respective electoral subject to which he adhered by following this queue:
- Verifies the validity of the mandate.
- Compiles the report and reads it in front of the council.
- Organizes the sworn of the councillor and the signing of the text by him/her.
- In the period from the date of the announcing for next elections up to the constitution of the new council, the Municipal Council exercises limited functions and takes decisions only in cases of emergency situations.
