Mayor Rama with residents
The mayor Edi Rama considered as abusive and totally irresponsible the action of the Construction Police of the City of Tirana that sent notice to demolish 15 houses in the area in front ex-Kombinat “Misto Mame”. From the administrative part these residents live within the yellow line of Tirana and are residents of Municipal Unit 6 (Kombinat). But, the Commune of Kashar not considering that this territory is under the jurisdiction of the Municipality of Tirana has approved the construction license for some palaces in this area. Demolishing the inhabitations of the people in this area is Decision No. 5 dated 27.09.2004 of the CRT of the Commune of Kashar. Based on the request of this commune, dated 20.03.2006 the Construction Police of the City of Tirana was there and gave notice to the residents for the demolishment of their inhabitations. The Municipality of Tirana has raised this issue with force even two years ago and the solution was by making these residents, residents of Tirana with the decision of the Council of Regulation of Territory of the Republic to include this area that before was agriculture land within the yellow line of the capital city. This was achieved after many appointments that the Mayor Edi Rama together with the Chairman of Municipal Unit no. 6 Irfan Dashi had with residents. While in another meeting with residents who were very worried by the action of the Construction Police in 20.03.2006 the Mayor Rama among other things said:
“This is the ugly story of a local governing like that of the Commune of Kashar that continues to abuse and of a state that is totally irresponsible and still continues to wander in the propaganda anti-corruption and not see cases like this one, when this community expects to be legalized, the Construction Police arrives in a bandit manner with its people that appear with revolvers and ask them to abandon their inhabitations within 5 days, because they will be demolished to construct palaces within the yellow line of the city of Tirana. We considered this issue two years ago and found a solution. These residents are residents of Tirana and cannot be hostage anymore. For this reason I appeal to the government and to the Prime Minister to punish all those who make this hooligan behaviours on behalf of the Construction Police and on the other hand not becoming the person who leads this abusing and this behaviour that is totally irresponsible and anti-citizen. These people are right to be very worried because the Construction Police visited them many times informing them for the demolishment of their inhabitations. And today they reappeared with a decision that has fallen, because even then it was abusive, because now these are inhabitants of the city of Tirana. They are part of the yellow line of the city of Tirana and nobody has the right to give construction licenses in their inhabitations, nobody has the right to demolish their houses and terrorize their children, ill-persons and elders with revolvers“.
