Rama: The intervention in the residence blocks, our integral vision for the capital
The citizens of the Municipal Unit no. 9 were part of a discussion with the Mayor of Tirana, Edi Rama and the managing staff of the municipality regarding the Participatory Budgeting for year 2009.
In this meeting, a special emphasis was placed on the intervention that the Municipality of Tirana has accomplished in the rehabilitation of the residence blocks, which have improved not only in relation to the quantity of the intervention elements but in relation to the urban quality that they have brought for the citizens. Until 2007 there has been a complete intervention in 15 blocks, which are respectively distributed 3 in the center and 12 in the suburbs. Interventions have also followed in 9 new residence blocks during the last 2 years, as well as in many other blocks, where there has been made an in-depth maintenance in most of the road network or even in the paths along the pavements, by simultaneously conserving also the proportion of the redistribution of the interventions, i.e. 80% in the suburbs and 20% in the center.
Mayor Rama, after having thanked the participants for their contribution during this important process, which in turn has been enriched year after year by turning the decision- making of the Municipality of Tirana closer to the needs and requests of its citizens, among other things has said: “Our major interventions in the main axes, our major transformations in the main public spaces of the capital, have certainly been very visible actions. However, not less important than these actions, are the actions for the transformation of the residence blocks, which improve the quality of live in the latter”
Today, we can be proud, in front of tens and thousands of families from the capital, for having created and continuing to create this year, completely new conditions for where they. At the same time, I stress the fact that the majority of these blocks are situated in the suburbs, where hope lies for an integral vision of the capital, for a Tirana which without a doubt sparkles in its own center, but which also resonates rays of light in all its suburbs because we want a Tirana that belongs to everyone and we want all citizens, be they natives or not, all children coming from any family, from the center to the suburbs, to be able to have equal conditions in infrastructure and services”.
During the years 2007-2008, there have been organized 22 public hearings, which have been characterized by an active participation of the citizens of Tirana, and which has also been reflected in the priorities and projects financed during the year 2008 that have come to life day after day.
In the Municipal Unit no. 9, there have been realized and are at current ongoing the following works:
• The first phase of the Urban Requalification of the existing city Ring which shall continue in the year 2009.
• The requalification of the fasades along the Ring.
• The requalification of some esplanades/squares and urban spaces.
• The making of some gardens and sowing of trees and shrubs.
• The reconstruction of ”Barrikadat” street.
• The reconstruction of the connecting ends of streets “Jordan Misja” and “Siri Kodra”
Other works include the in-depth maintenance of 4 streets, requested by the community during the public hearings held at the beginning of the year 2008. More concretely, they are:
• Correction and asphalting of the ”Vildan Luarasi” street.
• Correction and asphalting of the ”Sulejman Pasha” street.
• Correction and asphalting of the”Ramazan Shijaku”street.
• Correction and asphalting of the”Urani Pano” street.
Important interventions have also been made in the education infrastructure:
• Reconstruction of the 9-year school “Lidhja e Prizrenit“
• Heating system in Kindergarten no. 1
• Reconstruction of the Library no. 4 as well as the supply with books and computers.
In this municipal unit, it is also anticipated to have another intervention in the Block no. 51, which is confined by the streets “Jordan Misja”-Unaza-“Don Bosko”
Intervention works shall extend to a surface of 35ha. At current, the infrastructure of this block is in amortized conditions. Therefore, the intervention project is complex. As such it will include:
Works in the street infrastructure and the requalification of the urban space (greening, sport grounds, esplanades, and kids’ corners).
Street works will include the requalification of the road network, with the following elements:
• The requalification of the road network.
• The current system of water take-out.
• The system of water supply for the area.
• The system of street lightening.
The special feature this year is the fact that intervention in the residence blocks has become complex, which means that aside of the interventions in the street infrastructure, this year it shall be intervened in the urban spaces, esplanades, greening, etc. In a considerable number of gardens there shall be sown grass, trees, decorative shrubs of about 2500m2 and kids’ and sports’ corners.
